I think the game could be improved by spreading out the NPC dynasties throughout all the cities in a map.
Currently, NPC Dynasties have their residences in only 1 city on multi-city maps. The only way you can get NPC dynasties to live in other cities is to increase the number of dynasties during game creation near or past the total number of pre-built empty houses in the primary city.
